Abstract: The shift from leapfrog development to high-quality development of winter sports serves as a major driving force for the establishment of a sports power in the context of China’s modernization. The study concludes that the achievements of the leapfrog development of winter sports mirror the Chinese Dream in the great rejuvenation of the Chinese nation, capable of connecting the political, economic, cultural and other domains, and helping to the establishment of a sports power. The shift from leapfrog development to high-quality development of winter sports requires consistent adherence to the principles of aligning with national strategic planning, fitting in with the overall industrial distribution, adapting to regional resource advantages, and unifying with economic development laws. Leveraging the opportunities offered by the state in overall distribution, resource expansion, and differentiated development of winter sports, we should impel the development of winter sports in our country towards a high-quality direction that attaches equal importance to quality and efficiency. Through such pathways as innovating institutional mechanisms, consolidating the mass foundation, directly facing international competition, upgrading competitive levels, building an industrial system, intensifying talent cultivation, and building a combined supporting force, the development of winter sports can contribute to boosting the establishment of a sports power more distinctly.
