Abstract:
Promoting sports development by social forces in the context of further deepening of reforms is a crucial measure for accelerating the building of a sports power. By methods such as literature research method, case analysis, field investigation, and inductive reasoning, this study firstly systematically reviews the evolutionary course of social forces’ participation in sports development in Zhejiang Province, a pilot region of the country, and therefrom summarizes three fundamental insights: adopting a people-centered approach, balancing the relationship between the government and the market, and transitioning from targeted breakthroughs to coordinated development. Secondly, building on Zhejiang’s local experience, China’s proposal for sports development by social forces is formulated from the top-level design level, focusing on elements including norms, organizations, policies, and mechanisms. Finally, from a practical facet, implementation strategies of the proposal are put forward, focusing on legal, organizational, incentive, and evaluation systems.
