Abstract:
This study establishes a three-dimensional analytical framework-synergy, responsiveness, and completeness—and employs LDA topic modeling and PMC index modeling to systematically evaluate 238 provincial policy documents. Key findings reveal: 1) Synergy deficits: Provincial policies exhibit low inter-departmental synergy and significant inter-regional disparities, characterized by fragmented policymaking bodies and structural imbalances in policy types. 2) Responsiveness constraints: Market actors demonstrate diminishing marginal responsiveness due to the absence of demand-side policy instruments and hierarchical dissipation during policy implementation. 3) Completeness gaps: While homogeneity prevails in policy frameworks across provinces, autonomous regions and municipalities of China, systemic weaknesses persist, including ill-defined regulatory systems and disjointed incentive mechanisms. To address these challenges, the study proposes: strengthening cross-departmental collaboration and legal safeguards to optimize provincial policy ecosystems; innovating policy transmission mechanisms and implementation pathways to bolster policy efficacy; strengthening institutional supply and complementary supports to ensure sustainable industry development.
