我国公共体育场馆服务效能评价指标体系构建与实证研究

    Constructing a Service Efficiency Evaluation Index System for Public Sports Venues in China: An Empirical Study

    • 摘要: 提升公共体育场馆服务效能是落实党的二十大精神和完善全民健身公共服务体系的重要内容和应有之意。研究基于“效”与“能”的二维视角,界定“公共体育场馆服务效能”的理论内涵,运用关键成功因素法设计评价指标,构建涵盖场馆利用率、可持续运营能力及群众满意度的三维评价指标体系,并对161座公共体育场馆开展实证分析。研究发现,高效能场馆应重视可持续运营能力,中低效能场馆需提升利用率;部分县域中小型场馆服务效能优于市域大型场馆;企业运营场馆服务效能优势初显,事业单位运营场馆与其差距体现在利用率方面。定性分析发现,我国公共体育场馆服务效能还受到功能定位、资源分配、运营商能力、服务创新及评价机制等间接因素的影响。据此,研究提出明确场馆功能定位、因地制宜配置资源、打造专业运营团队、激发服务创新动能、建立广泛参与的评价机制等提升路径。

       

      Abstract: Improving the service efficacy of public sports venues is essential for implementing the guiding principles of the 20th CPC National Congress and enhancing the national fitness public service system. From a dual perspective of “efficiency” and “capability” this study defines the theoretical meaning of public sports venue service efficacy. It employed the Critical Success Factors methodology to construct a three-dimensional evaluation evaluation index system comprising the Chinese Stadium Utilization Index, sustainable operational capacity, and public satisfaction. An empirical analysis was conducted across 161 public sports venues. Results show that high-efficacy venues should emphasize sustainable operations, while mid- to low-efficacy venues need to boost utilization. Some small and medium-sized venues in county-level areas demonstrated higher service efficacy than larger urban venues. Additionally, enterprise-operated venues showed stronger performance overall, with public institution-operated venues lagging primarily in utilization. Qualitative analysis identified indirect influencing factors such as functional positioning, resource allocation, operational expertise, service innovation, and evaluation mechanisms. Accordingly, the study recommends clarifying venue functions, adopting context-sensitive resource allocation, developing professional operation teams, encouraging innovation, and establishing inclusive evaluation mechanisms to drive improvement.
