中华人民共和国第十五届运动会推动粤港澳规则衔接的长效机制研究

    Regulatory Alignment Mechanisms in the Guangdong-Hong Kong-Macao Greater Bay Area: A Sustainability Framework Enabled by the 15th National Games of the People’s Republic China

    • 摘要: 将中华人民共和国第十五届运动会(以下简称“十五运会”)的临时规则衔接措施转化为可持续的区域制度,是以体育协作构建高质量发展新格局的重要举措。研究以制度耦合理论为基础,通过逻辑分析、案例分析等方法,构建协同效应、学习效应、系统嵌入机制的三维分析框架,对通关便利化与协同机制的构建、市场开发统分结合的框架及纠纷解决软法协调三类临时性制度创新进行理论检验。研究认为,协同效应体现为通关效率提升带来的可感知收益;学习效应体现为“1+4”联络体系与双月例会等沟通机制沉淀为跨域共享工作语言并外溢至非赛事场景;系统嵌入则体现为防伪系统预留港澳数据接口,通关标准与跨境纠纷解决协作纳入区域发展进程。当额外收益大于退回旧制度成本、共享知识扩散至非赛事领域并被更高层级治理文件吸收时,“嵌入式耦合”即具备了向“互补性耦合”跃迁的基础,可为粤港澳大湾区构建自我维持的区域体育治理生态系统提供理论参考。

       

      Abstract: The institutionalization of interim regulatory alignment mechanisms from the 15th National Games of the People’s Republic China (“the 15th National Games”) into sustainable regional governance frameworks constitutes a pivotal strategy for leveraging athletic cooperation to architect a new paradigm of high-quality development. Through logical reasoning and case analysis grounded in institutional coupling theory, this study establishes a three-dimensional analytical framework encompassing synergistic effects, learning effects, and systemic embeddedness mechanisms. It theoretically examines three provisional institutional innovations: the establishment of customs facilitation and coordination mechanisms, the unified yet flexible market development framework, and soft law coordination for dispute resolution. The findings indicate that synergistic effects manifest in the perceptible benefits derived from enhanced customs efficiency; learning effects are reflected in communication mechanisms such as the “1+4” liaison system and bimonthly meetings, which evolve into cross-regional shared operational protocols and extend to non-sporting-event contexts; systemic embeddedness is demonstrated through anti-counterfeiting infrastructure reserving data interfaces for Hong Kong and Macao, as well as the integration of customs standards and cross-border dispute resolution collaboration into regional development processes. When incremental benefits outweigh the costs of reverting to previous institutional frameworks, and shared knowledge disseminates into non-sporting-event domains and is absorbed into higher-level governance documents, “embedded coupling” gains the foundation to transition toward “complementary coupling”. This study provides theoretical insights for constructing a self-sustaining regional sports governance ecosystem in the Guangdong-Hong Kong-Macao Greater Bay Area.
