数智赋能构建更高水平全民健身公共服务体系的演进机制基于浙江省地方实践的纵向单案例研究

    Evolution Mechanism of National Fitness Public Service System Empowered by Digital Intelligence: A longitudinal Single-case Study Based on Local Practice in Zhejiang Province

    • 摘要: 运用纵向单案例研究方法,以浙江省数智赋能构建更高水平全民健身公共服务体系的改革实践为案例,基于TOE理论分析框架,从复杂网络理论和“技术−社会”互构理论的视角阐释数智赋能构建更高水平全民健身公共服务体系的“技术—组织—环境—服务”协同演进机制。数智赋能构建更高水平全民健身公共服务体系的演进过程从总体上可以分为“信息互联—平台服务—场景融合—生态智治”等不同阶段,该过程所运用的核心技术载体历经了“网联基础设施建设—数据关联技术引入—人工智能作用凸显—虚拟现实融合效应”的变易机制;对治理组织的影响历经了“部门协同—关系重塑—空间整合—角色互换”的变革机制;所需的外部支持环境历经了“国家战略引领—地方政府响应—业务部门推进—全民素养提升”的变迁机制。

       

      Abstract: This study employs a longitudinal single-case methodology to analyze Zhejiang Province’s pioneering reforms in leveraging digital intelligence to advance its national fitness public service system. Grounded in the TOE (technology-organization-environment) framework and integrating insights from complex network theory and technology-society co-construction theory, the study systematically explores the synergistic co-evolution of technology, organization, environment, and service in shaping a digital intelligence-empowered higher-level national fitness public service system. The evolution process of national fitness public service system empowered by digital intelligence can be divided into four stages: Information Interconnection, platform service, scene integration and ecological intelligent governance. The core technology carrier used in this process has gone through the variation mechanism of network-enabled infrastructure development −data interconnectivity technologies −AI-driven prominence −virtual-reality fusion. Concurrently, the required external support environment evolved through national strategic prioritization, local policy experimentation, sectoral implementation, and public health literacy enhancement, while the impact on governance organizations transformed via interdepartmental collaboration, stakeholder relationship reconfiguration, multi-space convergence, and adaptive role transitions.
