Abstract:
This study employs a longitudinal single-case methodology to analyze Zhejiang Province’s pioneering reforms in leveraging digital intelligence to advance its national fitness public service system. Grounded in the TOE (technology-organization-environment) framework and integrating insights from complex network theory and technology-society co-construction theory, the study systematically explores the synergistic co-evolution of technology, organization, environment, and service in shaping a digital intelligence-empowered higher-level national fitness public service system. The evolution process of national fitness public service system empowered by digital intelligence can be divided into four stages: Information Interconnection, platform service, scene integration and ecological intelligent governance. The core technology carrier used in this process has gone through the variation mechanism of network-enabled infrastructure development −data interconnectivity technologies −AI-driven prominence −virtual-reality fusion. Concurrently, the required external support environment evolved through national strategic prioritization, local policy experimentation, sectoral implementation, and public health literacy enhancement, while the impact on governance organizations transformed via interdepartmental collaboration, stakeholder relationship reconfiguration, multi-space convergence, and adaptive role transitions.
