我国体育专精特新企业发展的行业特质、现实挑战与政策举措

    Sector-Specific Attributes, Practical Challenges, and Policy Recommendationsfor China’s “Specialized, Refined, Differential and Innovation”Sports Enterprises

    • 摘要: 采用文献资料调研、实地考察、案例分析等研究方法,对体育领域国家级专精特新企业进行分析。研究结果表明:体育领域专精特新企业兼具共性发展规律与体育行业特质,表现出从深耕运动项目细分领域到成为运动项目产业链隐形支柱、从精准适配体育制造高质量管控到树立行业品质标杆、从提供运动场景专属解决方案到构筑运动行业差异化壁垒、从突破体育行业的技术创新到引领行业趋势创新的发展特征。目前,中小微体育企业在迈向专精特新过程中面临政策体系不完善、企业核心产品全球影响力有待提升、产业链分工协作机制不完善、关键要素支撑不足、融入“双循环”受阻等现实困境。需构建梯次培育体系和递进式培育机制,推进颁布体育产业链政策,加强科技创新引导,强化发展关键要素支撑,并为其开拓国际国内市场营造优质环境。

       

      Abstract: This study examines nationally certified “specialized, refined, differential and innovation” (SRDI) sports enterprises through methodologies including literature research, field research, and case analysis. Findings reveal that SRDI sports enterprises exhibit both generic patterns and sector-specific attributes. Their growth features include: evolving from “deep cultivation in niche sports segments” to “becoming invisible pillars of the industrial chain of the sports segments”, transitioning from “precision alignment with high-quality manufacturing standards” to “setting industry quality benchmarks”, advancing from “providing customized scenario solutions for athletic contexts” to “building differentiated competitive barriers”, and progressing from “technological breakthroughs in sports industry” to “leading industry-wide trendsetting innovation”. Currently, micro, small and medium-sized enterprises (MSMEs) in sports face challenges such as inadequate policy adaptability, limited global influence of core products, weak foundational support for critical elements, and obstacles to integrating into the “dual circulation” strategy. To address these issues, it is necessary to establish a tiered nurturing framework, accelerate the formulation and implementation of the sports “industrial chain” policy, enhance guidance for technological innovation, strengthen support for key elements, and create favorable environments for accessing domestic and international markets.
