统筹“投资于物”与“投资于人”:“十五五”时期构建更高水平全民健身公共服务体系的战略思考

    Coordinating “Investment in Physical Assets” and “Investment in Human Capital”: Strategic Reflections on Building a Higher-Level Public Fitness Service System during the 15th Five-Year Plan Period

    • 摘要: 统筹“投资于物”与“投资于人”是坚持以人民为中心,推动实现人口规模巨大的现代化的重要途径,对于新时期更高水平全民健身公共服务体系构建具有重要的指导意义。通过文献资料分析、案例分析等方法,梳理全民健身公共服务统筹“投资于物”与“投资于人”的理论内涵与内在逻辑,分析“十五五”时期构建更高水平全民健身公共服务体系的潜在挑战与实施路径。研究认为,全民健身公共服务统筹“投资于物”与“投资于人”意含以“物”的精准配置响应“人”的多元需求、以“人”的可行能力激活“物”的使用效能、以“物”与“人”的统筹协调转化民生福祉。“十五五”时期,构建更高水平全民健身公共服务体系面临经济增长加剧财政压力、人口变迁提高服务要求、治理主体难以形成合力、数智赋能催生公平隐忧、绩效评估机制仍需完善等风险挑战。为此,研究提出以下建议:完善顶层设计,营造优良发展环境;推进标准引领,优化要素配置格局;深化联结协作,构建协同治理体系;健全考评机制,切实推动造福于民;加强数字赋能,提升服务技术含量。

       

      Abstract: Coordinating “investment in physical assets” and “investment in human capital” represents a key pathway for upholding a people-centered approach and advancing the modernization of a large population. This framework holds significant guiding value for establishing a higher-level public fitness service system in the new era. Using methods such as literature review and case analysis, this study clarifies the theoretical meaning and internal logic of coordinating these two forms of investment within the public fitness public service system. It further examines potential challenges and implementation pathways for developing an enhanced public fitness service system during the 15th Five-Year Plan period. The study argues that such coordination entails: using targeted allocation of physical resources to meet diverse public needs, leveraging human capabilities to maximize the utility of physical assets, and integrating both dimensions to translate investments into tangible improvements in public well-being. During the 15th Five-Year Plan period, building a higher-level public fitness service system will face challenges including economic growth-induced fiscal constraints, rising service demands due to demographic shifts, fragmented governance among stakeholders, equity concerns stemming from digital and intelligent technologies, and inadequacies in performance evaluation mechanisms. To address these challenges, the study proposes the following recommendations: improve top-level design to foster a supportive development environment; promote standards to optimize resource allocation; enhance collaboration for coordinated governance; refine evaluation mechanisms to ensure benefits for the people; and boost digital capabilities and enhance the technical content of public services.
