Abstract:
Rehabilitation and fitness sports for persons with disabilities constitute an indispensable component of national strategies such as National Fitness, Healthy China and Building a Leading Sports Power initiative. Scientific evaluation of service effectiveness is crucial to safeguarding the health rights of persons with disabilities and advancing their social integration. Employing literature review, Delphi method and analytic hierarchy process, this study adopts a function-oriented modern disability perspective. It elaborates the conceptual connotation of rehabilitation and fitness sports and clarifies the contemporary value of service evaluation. Grounded in the theoretical framework and functional classification of the International Classification of Functioning, Disability and Health (ICF), this study constructs an evaluation indicator system comprising 4 primary indicators, 13 secondary indicators and 31 tertiary indicators. Five practical strategies are proposed to implement the evaluation: 1) define applicable scenarios and service recipients of the indicator system; 2) establish a multi-stakeholder collaborative evaluation organization system and rationalize responsibility allocation; 3) diversify data sources and collection channels; 4) standardize the whole evaluation implementation procedure; and 5) drive the sustained optimization of rehabilitation and fitness sports services for persons with disabilities.
