Abstract: The development of the Guangdong-Hong Kong-Macao Sports Bay Area (GSBA) is an innovative practice that enriches the “one country, two systems” framework, a crucial lever for constructing a new pattern of high-standard openness, and a practical model for realizing Chinese modernization. This study aims to clarify the significance and positioning of the GSBA’s development, analyze the foundation and rationale for constructing its development model, and propose practical pathways for its pioneering trials. This study found that the GSBA should be developed into a host location for major sporting events, a cluster for regional headquarters of international sports organizations, a base for high-level sports training, a center for sports medicine and health promotion, a center for sports education and technological innovation, and a center for high-end sports manufacturing and commercial exhibitions. Robust comprehensive strength, demonstrable practical achievements, and profound cooperative experience form the realistic foundation for constructing the GSBA's development model. The rationale for constructing the GSBA’s development model can be summarized as “one entity, two wings, three drivers, four cores, and five integrations”. This specifically refers to the integrated and coordinated development of the GSBA, the dual-wheel innovation of management systems and operational mechanisms, the multi-stakeholder co-governance by government, market, and society, the four-dimensional resonance of space, industry, institutions, and connectivity, and the coordinated advancement of national fitness, competitive sports, the sports industry, sports culture, and sports exchanges. Based on a comprehensive review of the GSBA’s development practices, practical pathways for pioneering trials are proposed. This includes leading the integration process through legislation and standards, establishing a multi-level, rule-of-law-based collaborative governance system, and exploring cross-jurisdictional sports dispute resolution and rule convergence, thereby “top-down” facilitating the effective integration of diverse stakeholders across the three regions by the central and local governments of Guangdong, Hong Kong, and Macao. Building a sports community that bridges institutional differences, exploring new rules and business models through industrial integration, and conducting targeted institutional experiments via cooperative platforms, a “bottom-up” approach is adopted to inject sustained endogenous dynamism into the integration of the GSBA.
