Abstract: Used the method of literature review,mathematical statistics and qualitative research,based on WSR methodology of physics-reason-human reason,this paper analyzes the mass sports system factors and evaluation model.The results show that the physical factors of mass sports system is the premise and foundation of mass sports work,the reasonable factor is the specific method and mean,hominine factor is throughout the entire process,rational allocate the object and things of mass sports resources.The three factors form an organic system "W-S-R".Based on it,mass sports evaluation model was constructed and empirical study was made by taking Jinan city of Shandong province as example.
