Abstract: Whether the residents are satisfied with the public sports service that provided by the government is an important criterion to measure the supply ability of public sports service.In view of this, based on the existed researches and distribute open-ended questionnaires to residents, guided by survey and related theories, we establish the questionnaire“the satisfaction of public sports services for Shanghai residents”.Through analysis of each item, we determined the Shanghai government performance evaluation indexes in public sports service satisfaction, the evaluation indexes are constituted by 4 dimensions (public venues and facilities, sports activities, sports organization and service effectiveness) and 19 indexes, the validity and reliability of the measuring tool was examined and witnessed.The model of the government performance evaluation in public sports services satisfaction constituted by exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) can be used as an effective tool.
