政府公共体育服务满意度绩效评估指标的构建——以上海市为例
Construction of the Government Performance Evaluation Index in the Satisfaction of Public Sports Service——Taking Shanghai as Example

摘要: 政府提供的公共体育服务是否得到居民满意是衡量公共体育服务供给能力的重要标准。鉴于此, 在已有研究和对居民发放开放式问卷的基础上, 以测量学及相关理论为指导, 编制《上海市居民公共体育服务满意度调查问卷》, 经过问卷各项目分析, 确定上海市城区政府公共体育服务满意度绩效评估指标, 其评估指标由公共体育场地设施、体育活动、体育组织和服务效果4个维度、19个指标构成, 经检验该测量工具有较好的信效度;采用探索性因素分析和验证性因素分析, 所构建的上海市城区政府公共体育服务满意度绩效评估模型, 可以作为上海市城区政府公共体育服务满意度绩效评估的有效测评工具。Abstract: Whether the residents are satisfied with the public sports service that provided by the government is an important criterion to measure the supply ability of public sports service.In view of this, based on the existed researches and distribute open-ended questionnaires to residents, guided by survey and related theories, we establish the questionnaire“the satisfaction of public sports services for Shanghai residents”.Through analysis of each item, we determined the Shanghai government performance evaluation indexes in public sports service satisfaction, the evaluation indexes are constituted by 4 dimensions (public venues and facilities, sports activities, sports organization and service effectiveness) and 19 indexes, the validity and reliability of the measuring tool was examined and witnessed.The model of the government performance evaluation in public sports services satisfaction constituted by exploratory factor analysis (EFA) and confirmatory factor analysis (CFA) can be used as an effective tool.
