Abstract: Considering the specificity of professional sports industrial polices, this paper first introduces respectively the policy instruments which aim at developing professional football industry in UK, Germany, Italy and Spain under the background of European Union's policy intervention.Also, there is a discussion on the different models of football industry in the four mentioned countries with the influence of these policy instruments.Comparisons are also made in the term of the attribution of properties, as well as the characteristic of professional football as quasi-public goods.Finally, this paper analyzes the bottleneck of professional football industrial policies in China and provides certain advices for the institutional adjustment according to the experience of the four countries.
