Abstract: Owing to lack of the authority of public sports service policy main body, conflict between stakeholders, policy implementation regulation and other reasons, resulting in the policy implementation process of selective blocking phenomenon such as executed, alternative execution, symbolic.To fundamentally governance these blockages phenomenon, we should optimize the structure of public sports service policy and promote policy authority, identify the relationship between the local and global, and improve the mechanism of public sports service interests balance, strengthen the supervision of public sports service policy implementation, and improve the mechanism of responsibility.
