Abstract: Through using the method of literature review,interview and field survey,this paper makes a systematic study and analysis on China's local sports industry exclusive guiding funds.The result shows that so far nearly 5billion RMB of sports industry exclusive guiding funds has been implemented and invested in 8provinces(municipalities)including Beijing,Jiangsu and 23 urban areas such as Ningbo.The regions and sizes of the funds implementation are showing a tendency of rapid increasing.Researches find out that the local sports industry exclusive guiding funds have greatly promoted the local sports industrial layout and development,but there also have destructive risks and local governments need to choose carefully and make scientific decisions.The problems in allocation programs,funded objects and fund management,seriously affected the attribution and resource allocation efficiency of local sports industry exclusive guiding funds.On the basis of the above,this study further proposed some suggestions,such as establishing scientific evaluation mechanism,reasonable funded projects,improving the ways of funding,strengthening the implementation,monitor and evaluation mechanism and so on.
