Abstract: The study backdated the origin of sports reform,and explained the philosophical basis of reform from the perspective of historical materialism,which exactly was the primary and the secondary contradictions,social existence and social awareness.The author not only pointed out that a series of important assertion that had been put forward in the third plenary session of the 18 th central committee of Chinese Communist Party was the political background for promoting the current sports reform,but also noted that the evolution and relocation of principal sports contradiction was the realistic starting point of the present sports reform.On that basis,the research had attempted to analyze the objective of reform,and supposed that advancing modernization of national sports management system and governance ability was the general objective and direction of comprehensive deepening sports reform.In addition,the impetus for carrying forward sports reform had been inspected in the research,and the author considered that the current society both have the advantage of top-down reform,such as the governmental will,reform consensus,ideology,theoretical support etc.,and have the bottom-up reform impetus,such as appeals of sports social organizations,grass-roots democratic development,strong expectations of the public etc.Accordingly,the paths to push forward Chinese sports reform had been explored in the study:first of all,forge an effective government and strengthen their responsibility;second,establish an efficient market and then achieve the return of functionality;Finally,cultivate the organic society and implement the promotion of efficiency.
