Abstract: Taking the local sports industry policies as research objects,this paper conducts a thorough research on policy action of China's local government sports industry policies from the perspective of policy diffusion theory by research methods of field survey,interviews and so on,focusing on the policy's similarity in content and diffusion characteristics.The result shows that the local sports industry policy system led by government action is presenting a rapid diffusion stance among the regions,which is formed in the policy of "planning documents,guiding funds and leading bases",with sports service industry as main content and active government intervention as main feature.Timely attention and strong vigilance must be taken by relevant departments of the state because of the irrational diffusion of local sports industry policy and its potential policy risks.The study thinks that,as the policy decision body,the local sports administrative department generates 5policy demands under the background of regional interaction,and then forms 5kinds of policy motivation.With the aid of 6kinds of knowledge scanning paths,and on the basis of information interaction among the 5 kinds of policy action bodies,5kinds of policy diffusion paths are formed,that is policy follow-up,policy competition,policy imitation,policy learning and policy innovation,which is the key mechanism that effects production efficiency of local sports industry policy.This paper further puts forward some effective countermeasures to deal with the policy diffusion of local sports industry.
