Abstract: This paper,targeting at the participation and governance systems of public sport service from the perspective of collaborative management of multi-agents and based on a contrastive analysis of two cases with venerable and progressive results respectively,discusses the multiple predicaments,inner motives,main structure and collaborative mechanism faced by collaborative management under the direction of government during the time of public sport service management reform.It proposes that“the sharing beneficiation of public sport authority under the direction of government”is the motive and inherent logic of multi-agents' participation in public sport service.The relationships between participatory managing subjects can be described as government—directive and coordinative,private sport organization—mutually beneficial and reciprocal,social sport organization—complementary and sharing,autonomous community organization—transitive,individual—implementing and participating.And the mutual,interactive and dynamic management mechanism can be characterized by cooperation,competition and checks and balances.
