Abstract: The construction of China's government public sports service standard operation management is a comprehensive, systematic project, “performance evaluation and surveillance feedback for the management of the operating system” is the important demands for the construction of public sports services in the period of “Thirteen-Five”.Research suggests that government innovation management can use European CAF framework for reference as the theory and technical support;the operation management of government public sports service standard has management features, such as the organizational structure framework under the nature of politics, the transformation of government under social function, and the strategic planning under the legal basis, the guarantees of the system, the theory and the technology, and the resources input;the operation management of government public sports service standard should follow the principle of public-centered, taking into account the process management and result orientation, and pay attention to the principle of universality and sustainability;the operation management framework of government public sports service standard includes leadership, strategic planning, human resources, partnership and resources, process management as five management elements, and public orientation, human resources, social responsibility and key performance as four result elements.The implementation of the operation management framework needs to improve the internal operation mechanism, coordinate the external stakeholder relations, the difficulty lies in the objective assessment system.
