Abstract: During the period of the 14th Five-Year Plan, the development of sports in China will face more complicated and changeable internal and external environment. Taking into account the new reality that COVID-19 prevention and control will tend to normalize, this article makes a comprehensive analysis of the impacts of the new changes in the internal and external environment and international sports on the development of China's sports, as well as the risks and opportunities brought about by these changes.In addition, the countermeasures of related problems have been discussed in this article. The main points are as follows: during 14th Five-Year Plan, risk points in the development of sports in China will increase precautions will be hard to make, but it should be noted that good strategic opportunities will continue to emerge. Therefore, it requires us to adhere to the bottom line of thinking,maintain strategic determination, actively respond to challenges, grasp new chances and realize new development in reform,innovation, collaboration, and sharing.
