Abstract: The strength of norwegian Winter Olympics sports was due to the support and guarantee of the Norway sports model,included the labor division model between the government public departments and voluntary sports organizations, the integration of national lottery funds, local funds and social capital to develop sports, well-equipped sports facilities, the importance of sports and development of sports activities for all, especially the participation of children and adolescents in sports, the exploration of a comprehensive sports talent recognition and development system, the formulation of training plans for athletes at all levels, the development of coach education and elite coach certification programs, a variety of domestic and international competitions were held, and the growth of scientific research funds were invested to overcome various problems in training and competition. The sports model in Norway inspired China to continue to deep the reform of the sports system and mechanism, integrate multiple funds to increase the investment of sports funds, increase the construction of winter sports venues and facilities, form a four-in-one cocultivated lifestyle of schools, communities, families and clubs, establish a comprehensive talent selection system based on a variety of talent recognition models, attach importance to athletes' basic training and dual career plans, set up college coaches, actively host a variety of domestic, intercontinental and international sport events, carry out grass-roots scientific research and focus on improving the level of integration of training and scientific research.
