Abstract: The relationship between the government and the industrial development in the development of sports competition performance industry appears to be the process of the government continuously streamlining administration, delegating power and transforming functions, but in fact, it is the process of the industrialization and marketization development of sports competition performance under the guidance and leadership of the government. According to the change of government behavior, this paper divides the development process of China's sports competition performance industry into four stages: The embryonic stage of government operation and market introduction, the formation stage of government led and market cultivated industry, the rapid development stage of government led and market supervised industry and the exploration stage of high-quality development of industry supported by government and led by market. The historical logic of the interaction between government behavior change and industry development is discussed from the evolution of industrial development motive force, operation mechanism and value orientation. At the same time, this paper discusses the general trend of the development of the sports competition performance industry from the aspects of the basic idea, basic direction, main content, environmental protection and fundamental path of realizing the high-quality development of the sports competition performance industry with“the government promising and market effective”.
