动态环境下我国备战巴黎奥运会的形势研析与战略应对

摘要: 疫情全球化形势下,世界竞技体育格局快速演变和巴黎奥运周期压缩等因素交互影响,使我国奥运备战处于复杂多变的动态环境之中。基于动态环境视角,研析我国备战巴黎奥运会的复杂形势,构思奥运备战战略规划,以期为我国奥运备战提供宏观视野和理论铺垫。研究认为,动态环境下我国奥运备战呈现复杂性与难测性、机遇性与风险性、利好性与不利性等多维特征。研究提出,研判复杂性,积极适应奥运周期变化,有序调整运动训练计划;理解难测性,加强与IOC的交流互通,持续强化信息获取机制;把握机遇性,加大国际引智力度,强化奥运备战科技助力保障;规避风险性,建立健全风险防控体系,全面提升风险防控能力;开拓利好性,推动新型举国体制建设,构建竞技体育发展新模式;抗争不利性,优化奥运项目战略布局,形成竞技体育协调发展的新格局。Abstract: Under the situation of epidemic globalization, the rapid evolution of the world competitive sports pattern and the compression of the Paris Olympic cycle make China's Olympic preparations in a complex and changeable dynamic environment.Based on the perspective of dynamic environment, this paper studies and analyzes the complex situation of China's preparations for the Paris Olympic Games, and conceives strategic plan for Olympic preparations, in order to provide macro vision and theoretical groundwork for China's Olympic preparations. The research shows that under the dynamic environment, China's Olympic preparation presents multidimensional characteristics, such as complexity and unpredictability, opportunity and risk, advantage and disadvantage. The research suggests that we should study and judge the complexity, actively adapt to the changes of the Olympic cycle, and adjust the sports training plan in an orderly manner; understand the unpredictability, strengthen the communication with IOC and continuously enhance the information acquisition mechanism; seize the opportunity, strengthen international talent introduction, and advance the support of science and technology for Olympic preparations; avoid risks, establish and improve the risk prevention and control system, and comprehensively improve the ability of risk prevention and control; exploit the advantages,promote the construction of a new national system, and build a new model for the development of competitive sports; fight against disadvantages, optimize the strategic layout of the Olympic projects, and form a new pattern of coordinated development of competitive sports.
