Abstract: Sport event management innovation is the key driving force leading the high-quality development of sports events.Understanding the core connotation of sport event management innovation is of great significance to accelerate the construction of famous sports event cities. This article discusses the management innovation practice of major sports events in Shanghai, studied the inclusion of sport events management innovation into the policy agenda from a perspective of multiple streams framework, and analyzed the establishment process of the management innovation system of sports events. Findings reveal that the innovation of sport event management in Shanghai went through a long-term, dynamic and complex process, in which process a problem stream, a policy stream and a politics stream continued to accumulate. As the reform measures of “streamline administration and delegate powers, improve regulation, and upgrade services” of sports events were taken, innovation of sport event management has been included in the policy agenda, with the execution of sports event assessment and policy activists' promotion. Shanghai's sport event management innovation system is an embodiment of how the reform of “streamline administration and delegate powers, improve regulation, and upgrade services” for sports events is implemented, which sheds some light on the development of sports events in China. The focus of urban sport event management innovation should be building a sports events system, optimizing the government management approach of sports events, mining the function and value of sports event and elevating the supervision and service levels of sport events.
