    A Study on the Building and Development Strategies of Full Life Cycle Sports-Medicine Fusion Service System Platform

    • 摘要: 体医融合研究日趋丰富,体医融合实施(试点)逐步增多,信息技术快速发展,为全生命周期体医融合服务系统平台建设带来契机。通过文献资料分析和实地调研,剖析全生命周期体医融合和全生命周期体医融合服务系统平台内涵,阐释全生命周期体医融合服务系统平台构建意义和构建原则,审视全生命周期体医融合服务系统平台建设现实基础。研究认为,全生命周期体医融合服务系统平台构建主要包括平台构建框架、平台主体功能、平台服务体系、平台内容结构及平台运行流程。研究提出全生命周期体医融合服务系统平台推进路径:加强党的领导,强化政府职责;吸纳社会力量参与社会治理,提升基层社会健康治理能力;强化政策支持,完善全生命周期体医融合服务的体制机制;加强体医融合专业技术人员培养,完善全生命周期体医融合硬件设施建设;夯实数据要素基础设施,数字化赋能全生命周期体医融合服务系统平台建设;依托国家全生命周期体医融合服务系统平台建设,采用统分模式或统建模式,建设国家、省、市、县一体化体医融合系统平台。

       

      Abstract: The research domain of sports-medicine fusion is continuously expanding, with a gradual increase in the implementation of sports-medicine fusion(pilot) initiatives. The rapid evolution of information technology presents a unique opportunity for the creation of a sports-medicine fusion service system platform throughout a full life cycle(the “system platform”). Through a thorough analysis of literature and on-site research, we aim to scrutinize the essence of the integrated healthcare throughout the lifecycle and the associated service system platform. We will elaborate on the significance and guiding principles behind constructing the integrated healthcare service system platform throughout the entire lifecycle, while also critically examining the practical foundations for its development. This study posits that the framework for developing the system platform includes considerations such as platform structure, key platform functionalities, service systems, the structure of system service content, and the operational workflow of the system. Strategies for advancing the system platform involve bolstering party leadership, strengthening government responsibilities, involving social forces in social governance,enhancing grassroots social health governance capabilities, reinforcing policy support, refining the institutional framework for sports-medicine fusion services throughout a full life cycle, nurturing sportsmedicine fusion professionals, upgrading the hardware infrastructure for sports-medicine fusion services throughout a full life cycle, establishing a robust infrastructure for data elements, and digitally empowering the system platform building. Leveraging the national sports-medicine fusion service system platform, a unified sports-medicine fusion system platform should be developed at the national, provincial, municipal, and county levels, utilizing either a standardized or coordinated development model.
