    A Realistic Examination and Optimization Strategies of Sports Social Organizations' Participation in Extracurricular School-Based Sports Services

    • 摘要: 通过文献资料调研、实地考察、访谈、比较分析等方法探析体育社会组织参与学校课外体育服务的推进逻辑、参与模式、现存问题及优化策略。研究发现,政府“行政借道”机制牵引、学校与体育社会组织之间“双向资源依赖”的现实需要、体育社会组织与学校体育公共性目标的契合是推进体育社会组织参与学校课外体育服务的基本逻辑。补偿式参与、补充式参与、志愿式参与和成本付费式参与是当前体育社会组织参与学校课外体育服务的4种基本模式。目前体育社会组织参与学校课外体育服务存在的主要问题有不同参与模式的制度规定表述模糊、运行机制不健全、学校与公众存在认知偏差和体育社会组织自身能力不足等。高质量推进体育社会组织参与学校课外体育服务亟需整合4种参与模式,重塑学校对体育社会组织的认识,提升体育社会组织的参与能力,构建体育社会组织参与学校课外体育服务的治理机制。

       

      Abstract: This study investigates the promotion logic, participation modes, existing problems, and optimization strategies of sports social organizations’ participation in extracurricular school-based sports services using methods such as literature review, field investigation, interviews, and comparative analysis. The study found that the government’s “administrative leveraging” mechanism,the realistic need of “the bidirectional dependence of resources” between schools and sports social organizations, and the alignment of the public goals of sports social organizations with school physical education represent the basic logic for comprehensively promoting the participation of sports social organizations in extracurricular school-based sports services. The compensating participation, complementary participation, voluntary participation and cost-based participation are four main participation modes of sports social organizations in extracurricular school-based sports services. The main issues in the current participation of sports social organizations in extracurricular school-based sports services include vague institutional regulations for different participation modes, underdeveloped operational mechanisms, cognitive biases among schools and the public, and inadequate capabilities of sports social organizations themselves. The high-quality promotion of sports social organizations’ participation in extracurricular school-based sports services urgently requires the integration of the four participation modes, reshaping schools’ understanding of sports social organizations, enhancing the participation capabilities of sports social organizations, and establishing a governance mechanism for sports social organizations’ participation in extracurricular school-based sports services.
