Abstract: This paper,in accordance with the " resource utilization—benefit" logic framework,through expert questionnaire and the way of principal component analysis,established resource utilization,benefit index of two a level indicators;capital investment,venues and facilities,organization,human resources,system health,regular participating in sports activities of six secondary indicators;annual facilities construction investment,annual public investment total number,sports venues in total,morning(night)practice sports organization,physique monitoring site number of sports instructors,morning(night)exercise instructor,annual physical fitness monitoring,annual physical fitness monitoring compliance rate,morning(night)to practice daily one hour of nine three level indicators of public sports service performance evaluation system,collected the related data of 31 provinces in China,the establishment of standards for performance evaluation of Chinese public sports service system and classification standard,public sports service performance for evaluation and grading.
