数字新质生产力赋能全民健身公共服务体系五维优化的理论逻辑与实践进路

    Theoretical Logic and Practical Approaches of Digital New Quality Productive Forces Empowering the Five-Dimensional Optimization of the National Fitness Public Service System

    • 摘要: 数字新质生产力作为驱动经济社会高质量发展的先进生产力质态,其以数据为关键要素、以算力算法为核心驱动、以平台生态为组织载体的特征,为破解全民健身公共服务体系结构性矛盾提供了全新动能。基于“空间—资源—功能—服务—治理”五维分析框架,系统阐释数字新质生产力赋能全民健身公共服务体系优化的内在逻辑:通过动态数据重构空间布局逻辑、平台协同整合多元资源、智能技术拓展服务功能、精准画像实现个性化供给、数字治理打破协同壁垒。在此基础上,结合全民健身公共服务发展现状,深入剖析当前该体系在五维层面存在的静态规划与动态需求错位、资源配置失衡与协同不足、功能单一与体验薄弱、服务泛化与精准缺失、治理分割与数据壁垒等现实困境。据此,提出构建动态适配的数字化空间布局体系、打造多元协同的资源共享网络、拓展体验升级的数字化应用场景、建立精准高效的服务供给模式、搭建协同共治的数字化治理平台等实践进路,旨在推动全民健身公共服务体系向高质量转型,为体育强国与健康中国战略落地提供坚实的学理支撑与实践动能。

       

      Abstract: As an advanced quality form of productive forces driving the high-quality economic and social development, digital new quality productive forces, which take data as the key factor, computing power and algorithms as the core driving force, and platform ecology as the organizational carrier, provide brand-new momentum for solving the structural contradictions of the national fitness public service system. Based on the five-dimensional analytical framework of “space-resource-function-service-governance”, this paper systematically interprets the internal logic of digital new quality productive forces empowering the optimization of the national fitness public service system: reconstructing the logic of spatial layout through dynamic data, integrating diverse resources via platform collaboration, expanding service functions with intelligent technologies, realizing personalized supply through accurate profiling, and breaking collaborative barriers with digital governance. On this basis, combined with the current development status of the national fitness public service system, this paper deeply analyzes the practical dilemmas existing in its five dimensions, including the mismatch between static planning and dynamic demands, imbalanced resource allocation and insufficient collaboration, single function and weak experience, generalized services and lack of precision, as well as segmented governance and data barriers. Accordingly, it puts forward practical approaches: constructing a dynamically adaptive digital spatial layout system, building a diversified and collaborative resource sharing network, expanding experience-upgraded digital application scenarios, establishing an accurate and efficient service supply model, and constructing a digital governance platform for collaborative co-governance. This study aims to promote the high-quality transformation of the national fitness public service system, and provide solid theoretical support and practical driving force for the implementation of the strategies of Building a Sports Powerful Country and Healthy China.
