Abstract: The sports policy tools which achieves sports public policy expectations,is an effective means of policy analysis.Based on Strauss & Corbin program grounded theory,the study takes advantage of X and Y dimensions of the measurement and analysis,in accordance with the building analytical framework,defining the unit of analysis,code classification,and statistical analysis of "Sports Law".It puts forward a single step on analysis of the sports policy in the policy tool selection,organization associated with conflict to support the rationalization given for the optimization and improvement of sports policy on policy guidelines and technical means.
