Abstract: The resource configuration of public sports service of the county has influence on the construction and the realization of target of regional public sports service system.This paper mainly adopts Theil index to analyze the level of resource configuration of public sports service.The results show that the equalization of public employees and social sports instructors of the county of Jiangsu province are higher,at the same time,the equalization of financial investment and sports corporate organization are low.And the regional difference of the allocation of resources is analyzed in the paper.With the method of mechanism analysis,the influence mechanism is summarized as three kinds of mechanism,that is government,market and social cooperation.The paper analyzes every mechanism from three dimensions of different main body,behavior and the work process.Under the framework of three mechanism,the study concluded that the producers and suppliers of public sports service can be separated.The Government insisted on regulatory responsibilities,but the procedure of implementing public sports service could make the transition to the market,and the government can use the market means,also can cooperation with social organizations to provide together.The Research suggests that it should strengthen and attach great importance to construction of public sports service system of the county;and highlight the advantage and characteristic of the county of Jiangsu province.
