Abstract: General Secretary Xi Jinping pointed out that China will actively participate in the construction of the global governance system, strive to contribute Chinese wisdom to the improvement of global governance, and promote the development of the international order and global governance system in a more just and reasonable direction. Based on the research path of multidisciplinary integration, this paper studies the concept, connotation and formation mechanism of international sports agenda setting from the national perspective. According to the research, international sports agenda setting, as the initial link of international sports system, is an important stage for countries to obtain the institutional structural discourse power. The ability of setting international sports agenda does not necessarily increase naturally with the improvement of national comprehensive sports strength.In the existing global sports governance system, China is still in a weak position in the setting of international sports agenda. The country should make careful design and strategic planning, take “participating in practice and improving the system” as the basic logic, and break the internal resistance brought by the stickiness of the system. To “explore the convergence of interests” as the basic principle, balance the external pressure caused by the preservation of interests; with “talents cultivation, the think tank construction and guide the diverse participation” as the basic means, and overcome the information limits caused by its own defects, the agendasetting ability can be promoted in possibility space composed of many factors, then we can further promote the developing and perfecting of global sports management order.
