The comprehensive expansion of ice-snow consumption during the 15th Five-Year Plan period represents a vital pathway for stimulating new forms of consumption, integrating into the domestic consumption cycle, and driving nationwide consumption growth. During the 14th Five-Year Plan period, ice-snow consumption products gained momentum and gradually unleashed market potential; experiential ice-snow consumption adapted to personalized demand, reshaping consumption patterns; spending on ice-snow sports grew steadily, contributing to a more optimized consumption structure; and policy support continued to yield notable results. Looking ahead to the 15th Five-Year Plan period, priorities should include aligning with new policy directions, adapting to regional development shifts, and embracing new approaches to boost national consumption. Key challenges must also be addressed, such as the slower enhancement of ice-snow consumption capacity relative to the growth of service consumption nationally, the misalignment between institutional mechanisms for ice-snow consumption and the broader consumption environment, market fragmentation that impedes the formation of a unified national market, and disconnects between consumption stimulation efforts and the layered realities of consumer demand.
