Research on the Decision-making Mechanism of Resettlement Policy for Retired Athletes in China in Perspective of the Advocacy Coalition Framework

To explore the decision-making mechanism of resettlement policy for retired athletes in China,this paper based on the theory the Advocacy Coalition Framework(ACF),using literature,textual analysis and other methods analyzed the resettlement policy for retired athletes since the founding of our country,to deduce the policy decision-making mechanism through the feedback of decades of policy change.Study found that there exists "efficiency" and "fairness" two advocacy coalitions in the change of resettlement policy for retired athletes in China.They have different degrees of consistency and differences on the deep core beliefs,core beliefs and secondary aspect of the policy,and the consistency and differences will change as the policy-oriented learning occurred.The controversy and policy-oriented learning of the policy in different advocacy coalition is mainly presented at the level of core beliefs of the policy,and it determines the policy change and decision-making.
