Performance of pubic expenditure on competitive sports in China from 2002 to 2011is analyzed and evaluated based on Structural Equation Model by taking 25 provinces, including autonomous regions and municipalities as samples. The results show that 1)the performance of public expenditure on competitive sports in domestic provinces and cities is deficient,as performance index never approaches to excellent or favorable grade;2)performance difference is noticeable among researched provinces and cities, with an average 60.13% of performance diversity index from 2002 to 2011,meanwhile performance diversity factor is on the rise;3)all researched provinces and cities have witnessed improvement in public expenditure on competitive sports to a certain degree, among which Jiangsu,Heilongjiang and Qinghai province rank top three in the degree of performance improvement with an increase rate of more than 20% on average;4)public expenditure on competitive sports grows in step with local economic development in researched provinces and cities, and the growth rates of public expenditure on competitive sports in Qinghai,Jiangsu and Fujian province exceeds their economic growth rates;5)according to the contribution of impact factors of performance, evaluation of public expenditure on competitive sports should lay emphasis on effect index, namely numbers of champions above national level and the winning rate of championship by excellent athletes.
