Value Orientation and Path Selection in the Inovation of Public Sport Service Systems in the Context of Governance

This paper,which addressed the status quo of China's public sport institutional supply through literature review and policy-analysis,found out that there exist the following predicaments in the current administration:the lack of top-level design,the deflection in demand orientation,and the weakness in multivariate cooperation.The study revealed that there is an isomorphic relationship between the institutional construction of public sport service and the transformation in the pattern of national governance,which is mainly represented in the government's use of a new fashion in dealing with the relationship between sports and the development of the economy and society as well as in tackling the structural problems regarding justice and efficiency within the sport systems in its pursuit of maximizing public interests and ameliorating sport administration.For this purpose,the institutional renovation in public sport service ought to set its value orientation in terms of both conception and practice while following the principle of suiting tasks to patterns in combining and restructuring the accessible sport-governance resources concerning government,market and society so as to accelerate institutional renovation in government,engage market and sport social organizations in the public sport service supply and establish a governance mechanism via multivariate cooperation.
