Research on the Policy and Legal System of Sports For All National Strategy

Through using the method of literature review and survey, this paper combed out the policy and law system of the Sports For All National Strategy which formed more than 30 years in China. The system takes the constitution as the lead, “Sports Law”, “Public Cultural Services Guarantee Law” as the core, “National for All Regulation”, “Public Culture and Sports Facilities Regulation” and “School Sports Regulation” as the backbone, Local fitness regulations and government ordinances to support, the central policy and governmental departmental normative documents for the guarantee. The results show that the system provides a good institutional basis and accordance for the implementation of the Sports For All National Strategy. While, there are the following disadvantages:Firstly, the goal of Sports For All positioning pragmatism, lack of advance awareness and humanistic care;Secondly, there is no breakthrough in the division of administrative bureaucracy;Thirdly, the lack of specific policy resources, the specific direction, but the lack of fitness development of the forward-looking, systematic understanding. The research puts forward the following recommendations:to set up rule of law system for national fitness, to improve the governance ability of Sports For All and policy coordination mechanism, to enhance the Sports For All policy innovation and application level, with the above three aspects to perfect China's Sports For All policy and legal system, to promote the full implementation of Sports For All national strategy.
