Abstract
Unbalanced and insufficient supply of public sports facilities can cause “congestion” and revoke conflict. To solve the conflict issue in using public sports facilities, the paper adopts research methods including literature review and case analysis, illustrates the connotation of conflict in use from the perspective of conflict of right. The conflict in using public sports facilities can manifest and be summed up as three aspects, namely scramble for space use, competition of usage time, purpose of the facilities; the reasons for conflict are an obscure boundary of right to use public sports facilities by inhabitants, asymmetric supply and demand for public sports facilities, and asymmetric management supply and demand for public sports facilities. Based on the development status quo of public sports facilities in China, the paper sets up fundamental principle for rational use of public sports facilities revolving around function priority, due consideration to fairness, baseline equality. On such a basis, it puts forward the thought of solving conflict of use by explicating the boundary of use though formulating, executing and supervising service regulations to citizens.
