Abstract
The operational definition and measurement of the concept of "National Fitness Public Service Performance" is the core link of its performance evaluation. Based on the understanding of the concept of National Fitness Public Services Performance Evaluation in the new era, with the value of "People-Centered", and combining with the literature and interviews, this paper put forward the hypothesis model of the China's national fitness public service performance. The main structure of this model includes four aspects: service efficiency, service quality, service democracy and service responsiveness of National Fitness Public Services. For this research, the author chose 12 provinces in 30 representative counties (districts) for empirical research of the national fitness public service performance structure model, so as to further evaluate the affection of service efficiency, service quality, democracy and service response to the national fitness public services performance evaluation. The results show that service democracy has the strongest influence on the National fitness public services performance, and the influence of service quality, service efficiency and service responsiveness on the national fitness public services performance evaluation is decreasing. Finally, based on four structural elements, the author put forward countermeasures and suggestions for improving the performance of national fitness public service in the future.
