Abstract
Governing the insufficient supply of sports public services has become the main problem in sports public service nowadays. In common sense, the multi-supplied system with involving more and more sources from social domain should be raised except the government as a single service supplier to overcome this difficulty and to increase general supply of sports public service and products. However, some deep-rooted problems are difficult to be solved without joint governance. For example, how to co-governance between the government and society, it depends on the traditional administrative operation mechanism or the market mechanism. How can the transformation of government's administrative functions and society connection go beyond the various constraints inside and outside the system to realize the cooperative governance? With the development of economy and society and the increasingly diversified, personalized and life-oriented sports public services, how should the government sports administrative functions change to keep up with the needs of the public? Therefore, the public service of sports in the new era needs to break through the traditional sports administrative management mode and must have the governance mechanism adapted to the development. Based on the information technology, it is considered that using the sports public service platform mechanism to co-govern is an innovation of the traditional administrative governance model. The open network cogovernance platform realizes the combination of "administrative means + market means" in the sports public service governance, and forms the sports public service network social governance. The virtual space provided by the platform becomes the interactive place where the government and society cogovern together, so that the co-govern can take part in the governance activities together with the public value of a certain sport, breaking all kinds of constraints inside and outside the traditional administrative system. The government uses the network service platform to authorize and attach the social participation subject, so as to realize the service type transformation to the sharing and cogovernance in the field of competitive sports, national fitness and sports industry. It not only integrates the allocation of social sports resources, but also realizes the networked social relationship management and coordination in the public service of sports, and change the departmental sports business to the socialized sports business development, promote the new era of China's sports power construction process.
