Constructing a New Mechanism Combining National and Market Mechanisms

Based on the systematic analysis of the gains and losses in the operation of the national system, the theory and strategic significance of adhering to and perfecting the national system, and the status and restrictive factors of the market mechanism in various fields of sports, this paper mainly use the literature data method and the logic analysis method to probe into the ideas and countermeasures of the new mechanism combining national and market mechanisms. The study holds that the general principle of constructing this new mechanism is the effective participation of the market under the guidance of the government. The market mechanism complements the national system's weak ability to mobilize resources, the single incentive and restraint methods, the low efficiency of resource using, and the weak ability to promote innovation and break through key technologies; the national system complements the disorder of the market mechanism to prevent speculation and vicious competition.The key point is to fully activate the role of market mechanisms in the development of sports. The purpose is to liberate and develop sports productivity, mobilize all resources and forces that can be mobilized, and comprehensively build a sports power that benefits both the country and the people.
