Abstract
Taking the United Kingdom and the United States as examples, the six representative policies including“A Sporting Future for All”and“Healthy People 2020”are sorted out. Explore the top-level planning and implementation paths of youth sports public services in developed countries. The study finds that the youth sports public service system in developed countries such as the United Kingdom and the United States has created a hierarchy of organizational systems, selected sports programs that follow the characteristics of adolescents, organized physical activities that integrate physical literacy, and built a physical activity participation mechanism outside the school to create a sports theme park. The characteristics of venues and facilities and the cultivation of excellent talents have the following implications for the construction of China's youth sports public service system: Strengthening the government's main responsibilities and service functions; Creating a favorable public environment; Optimizing organizational service capabilities; creating high quality public service-oriented; refactoring the division of responsibilities between government,society and market with an open concept; dealing with the relationship between inside and outside school, physical education and education, physical literacy and lifelong physical education with the goal of innovative governance; taking social responsibility as its own duty to guide market institutions to participate in the supply of youth sports public services. Through the above measures, we can finally build a high-quality public service system for youth sports in China.
