Abstract
The organization of Beijing 2022 Winter Olympic Games involves a series of legal issues. Among them, athlete data collection is particularly concerned because it involves privacy rights and personality rights. In particular, the General Data Protection Regulation adopted and implemented by the EU in 2018 imposes more stringent requirements on the legal obligations of athletes' data collection and cross-border transmission, making it an important part of the organization of international sports events such as the Olympic Games. In the current international sports events, there are some problems, such as unclear data collection scope, data utilization purpose beyond the authority, damaging athletes' rights and“data sovereignty”confrontation. The athlete data has property attribute and obvious publicity. The existing protection system of personality rights and privacy rights is not enough to cover, and the informed consent mechanism is hard to work. Therefore, in order to improve the legal regulation system of athlete data collection, and balance the protection and utilization of athlete data, it is necessary to standardize the limits of data collection, utilization restrictions and protection methods.
