    Interaction,Identity and Policy Leadership:A Study of the Comprehensive Advancement of Ice and Snow Sports Development in Northwest Regions of China

    • Ice and snow sports in China's northwest regions is the key component of ice and snow sports development in China,which is related to the process of achieving the goal of“300 million people participating in ice and snow sports”. Through on-thespot investigation in the five regions of Shaanxi, Gansu, Qinghai, Ningxia and Xinjiang, the comprehensive promotion strategy of ice and snow sports in northwest regions was analyzed through expert interviews field research as the main research method. The study found that the development of ice and snow sports in northwest regions has formed common characteristics, which are reflected in the following aspects: the core impetus of the Winter Olympic Games, the shortage of venues, the leading role of competitive events, the limitation of regional economy and consumption capacity, and the preference of provincial policies. Based on the corresponding characteristics, the“interaction + identification”of ice and snow sports development can be formed to break through the lag, conditionality and lack of synergy in its development. In policy formulation, need to seize the opportunity of Winter Olympic Games to benefit the ice and snow sport participation; focus on the short board in each area and support the development;give full play to comparative advantages and enhance the regional identity; innovative the public service platform to ensure the social identity of the ice and snow sport in northwest regions.
