    The Mode of Jointly Building National Teams between the National and Local Governments—Interpretation of the Context of National Team Building Based on Freestyle Skiing Aerial Skills

    • The National Sports General Administration has gradually started to innovate the mode of cooperation with local governments or local sports bureaus since 2017. The study uses the methods of literature review, historical analysis and interview to discuss the mode of national and local joint construction of national team. Based on the retrospective history, the study believes that there are three stages in the construction of China's national team: spontaneous stage(1978—1995), cooperative exploration stage(1995—2017) and win-win cooperation stage(2017 to now). It is found that the mode of national team common construction is not clear, the mechanism is not smooth, win-win is difficult to achieve, and the problem of co-governance is prominent. Combining with the 30 years' experience of the freestyle skiing aerial skills team of Shenyang Institute of Physical Education, the research suggests that the state and locality should form internal and external coordination mechanisms, system coordination mechanisms, target coordination mechanisms, governance coordination mechanisms and demonstrations in the process of building the national team to comprehensively deal with the problem of unsmooth co-construction under the background of building a sports power.
