Abstract
In the new era, under the modernization of national governance system and governance capacity, science and technology supporting the governance of urban public sports services has become a rigid need to solve the contradiction between the unbalanced and inadequate demand and supply of public sports services for residents. By means of literature review, field investigation, case analysis and other research methods, from the perspective of science and technology empowerment, this paper analyzes and explores the evolution of urban public sports service governance by centering on the basic logic of governance, risk estimation and implementation path. The research shows that the reorganization of the relationship among the subjects of multiple governance, the two-way feedback between the governance objects and the rational choice of the governance methods of the subjects and objects are the internal logic of the intelligent governance. The predictive risks of urban public sports service intelligent governance caused by science and technology mainly include intensifying class solidification, increasing the degree of differentiation of public sports services, emerging “diligent administration” or “lazy administration” under the dependence of technology, and giving rise to new corruption. The path of promoting intelligent governance of urban public sports services mainly includes policy guidance,advocating neutrality and transparency of technology use, and balancing the rights of residents' fitness data and platform;coordinating development, promoting the overall planning of the main body, regional consideration, and achieving joint construction, co-governance and sharing; market axis, paying attention to the introduction of urban elements, deepening the innovation of public sports service governance; coordinating oversight, promoting the integration of urban public sports services by law, public opinion and the media.
