Challenges,Opportunities and China’s Responding Strategies Upon the Globalization of Anti-Doping Rule of Law

The article uses literature method, comparative method to explore challenge and opportunities regarding globalization of anti-doping rule of law, and analyzed China's responding strategies. The study shows that the basic framework about the globalization of anti-doping has been formed, but the evolution process of global anti-doping rule of law contains potential challenges. The United States is the most uncertain factor in the globalization of the anti-doping. “Europeanization” upon the antidoping rule of law, the battle between Europe and the United States for “data supremacy” in the digital era, the diversity of antidoping policies, and the high frequency upon systemic doping scandals have brought new challenges to the global anti-doping field.The formation of the global anti-doping legal community and values, the global expansion of the anti-doping system, the coordination of anti-doping legislation across the world, the independence and transparency of the anti-doping global legal system,as well as cooperation between government and non-government organizations at both national and international levels provide opportunities for the globalization of anti-doping. For China, there should be a transformation from limited participation to gradually leading the development of the global anti-doping rule of law, leading the initiative to fresh the anti-doping norm in the world through international cooperation, and making good use of the international sports “judicial system”. Meanwhile, it is necessary to improve the construction of the domestic sports legal system, deal with potential legal conflicts in the sports field, strive to cultivate high-level sports legal talents, and enhance the international discourse power of China.
