Abstract
Campus football pilot counties(districts) is a demonstration project to improve the popularization level of campus football, also a key link in the three-dimensional promotion of campus football. Using the methods of literature, questionnaire and field research, this paper comprehensively analyzes the current situation of the construction of the pilot counties(districts) of campus football in China from the aspects of overall layout, organization and leadership, basic guarantee and development system. It is concluded that campus football pilot counties(districts) in China have made initial achievements after 2015, but there are still quality problems in the overall development, the concise characteristic experience is relatively limited; the overall planning layout is not systematically enough, and the imbalance of county structure is prominent; the communication between the main bodies of the governance is poor, and the collaborative governance model needs to be improved; the supervision function of government needs to be strengthened, and performance management mechanism has not been implemented; there is no effective linkage within the development system, and the level of integrated development still needs to be improved. Thus, this paper puts forward the future paths: adhere to the development concept of “quality oriented” to promote independent innovation in the construction of pilot counties(districts), increase the number of weak areas, and improve the overall layout of the pilot counties(districts); improve the multi-center collaborative governance system, and build pilot counties(districts) construction community; strengthen the supervision and assessment of the pilot counties(districts) and implement the comprehensive performance management model; make full play of the value of talent training and realize the integrated development of regional “teaching, training and competition”.
