Operation Mode of Public Sport Service Contract Outsourcing:Competition,Negotiation and Institution Outsourcing

Outsourcing of public sport service contracts is an innovative choice to expand the supply of public sport service, deepen the reform of sport undertakings and change the government functions. Based on systematically grasping the law of outsourcing operation of public sports service contracts in China, this paper analyzes the characteristics, applicable conditions, effects and shortcomings of contract outsourcing modes, such as competition mode, negotiation mode and outsourcing mode within the system,by using the methods of literature and case analysis. The results show that the practical problems existing in the practice of public sports service contract outsourcing in China are the main reasons why the competition mode is difficult to popularize and the operation of negotiation mode and outsourcing mode within the system is limited. Therefore, it is necessary to promulgate laws and policies related to public sports service contract outsourcing as soon as possible, improve the construction of relevant policies and regulations system, attach importance to cultivating the public sports service supplier market, establish a fair and reasonable bidding mechanism, improve the supervision mechanism of public sports service contract outsourcing, and strengthen the construction of performance evaluation system of public sports service contract outsourcing, in order to further optimize the public sports service contract outsourcing behavior.
