    Reform of International Anti-Doping Governance under the Concept of a Community with a Shared Future for Mankind

    • In the face of the current crisis of insufficient international anti-doping governance capacity, using the comparative research method and logical analysis, the study found that the concept of a community with a shared future for mankind provides a scientific way to solve the current difficulties and build a new international anti-doping order. We should maintain the common value of mankind in fairness and justice, develop a multilateral international anti-doping mechanism for win-win cooperation, and build an international anti-doping cooperation platform featuring extensive consultation. Joint contribution and shared benefits are the basic paths of reformation. The construction of anti-doping investigation institutions under the framework of national intergovernmental agreements, promoting the democratic reform of the international anti-doping governance system, and exercising extraterritorial legal power according to the unified rules of international law are the specific measures of the reformation. New anti-doping plan based on the concept of a Community with a Shared Future for Mankind, has the theoretical advantage of respecting and developing the basic principles of international law, and has the system advantage of maintaining the stability of international anti-doping governance, providing more effective public goods, and improving the collective action ability.
